23:10 "…right for redevelopment and rethinking…" That's an interesting way of describing gentrification. As a born-and-raised Oaklander & former MBH designer, my presumptive hope is the project is more in tune with the traditional culture of The Town (Oakland) and not taking advantage of the "revitalization" that so many have done over the last 2 decades
